Purpose of this page
This page defines how analysis on this site is conducted — and what it deliberately does not attempt to do.
It is not a methodology for producing answers.
It is a discipline for avoiding premature ones.
The aim is to establish analytical boundaries before interpretation or judgment occurs.
Sequencing discipline
All analysis follows a fixed sequence:
Orientation precedes analysis.
Analysis precedes judgment.
Judgment is often withheld.
Skipping orientation produces false confidence. Drawing judgment before identifying constraints produces speculation. This site does not attempt to resolve debates by reaching conclusions quickly; it attempts to prevent mis-sequencing from distorting interpretation.
Analysis is only undertaken once the governing constraint has been named.
Constraint identification
Every analysis begins by identifying the dominant constraint shaping the system under examination.
Multiple variables may be present, but only one is usually binding. Downstream factors — legal design, economic contribution, institutional capacity — are interpreted only after the constraint that governs their relevance is clear.
Without constraint identification, analysis collapses into feature comparison. This site deliberately avoids that mode of reasoning.
Framework use
Frameworks are used as lenses, not models.
They organise perception rather than generate predictions. They are designed to clarify what matters first, not to forecast what happens next.
Frameworks on this site are stable, versioned, and non-reactive. They are not updated in response to events, and they are not optimised for explanatory completeness.
Their function is to impose analytical discipline, not to close debate.
What this analysis does not do
Analysis published on this site does not:
- rank programs or jurisdictions
- predict outcomes or timing
- offer policy recommendations
- optimise for investors, applicants, or governments
These exclusions are not limitations. They are definitional. Once political constraints are clear, outcomes remain contingent on choices that analysis cannot determine.
On application and restraint
Analysis is published only when underlying dynamics become legible.
Silence is intentional. Not all observations warrant publication, and not all periods require interpretation. Frequency is not a measure of seriousness.
Restraint preserves clarity by preventing reactive analysis from obscuring structural conditions.
How to read the work
The work on this site assumes careful reading.
Frameworks are not shortcuts. They are not substitutes for judgment, and they are not tools for advocacy. Disagreement is expected. Misapplication is more consequential than disagreement.
Readers are responsible for maintaining the distinction between explanation and prescription.

Outcomes remain contingent. Judgment is often deferred.
